Zertik Strom's ability reads:

Enemy ships at range 1 cannot add their range combat bonuses when attacking.

Fenn Rau's says:

When attacking or defending, if the enemy ship is at range 1, you may roll 1 additional attack die.

Since "range combat bonus" is not clearly defined and Rau's ability is a bonus during combat and is based on range, doesn't Zertik Strom nullify Fenn Rau?

Nop, it's not a direct counter. He will roll 4 dice against him.

"RANGE COMBAT BONUSES Laser cannon volleys are much easier to avoid when the attacker and defender are far away from each other; similarly, avoiding enemy fire is much more difficult at close range. To represent this aspect of dogfighting, the attacker or defender may roll a bonus die depending on the range of the attack. If the attack occurs at Range 1, the attacker rolls one additional attack die. If the attack occurs at Range 3, the defender rolls one additional defense die. Range combat bonus is a defined term, fenn rau's ability is not a ranged combat bonus as per the definition above.

Range combat bonuses are specifically the general rule for it, not any ability or upgrade that requires it.

It only affects the innate +1 red range1, or +1 green range3 when referring to Range Combat Bonuses.

It would however counter the kfighter guy that doubles his range1 effect.

Strom also interacts with the Inquisitor in a pretty hilarious way- the only range the inquisitor DOESN'T get to roll three dice is when he's in range one of Strom. Strom is hilarious.
