The restriction on entering only applies to Rebels. Counting spaces and line of sight applies to all figures. It's a little weird Rebels have to spend a bunch of movement while Imperials can just walk over it, but that is how it reads. When I played I left a couple storm troopers on the other side and didn't bring them over but there is nothing stopping you.
