I dunno. When you've got a homing missile, spending the target lock for rerolls is part of the punch you're paying 5 points a shot for.
I think she's going to work well in a 2-3 ship squad - where she can lock one target and one foe; the key problem with weapons engineer is that whilst you double up on target locks, you can't double down your improved firepower on one target. G8 makes that possible. Example squad:
- Norra Wexley - Alliance Overhaul, Push The Limit, Tailgunner, R2-D2, Vectored Thrust
- Shara Bey - Alliance Overhaul, Adaptability, Weapons Engineer, M9-G8
- Biggs Darklighter - R4-D6, Integrated Astromech
Biggs does what Biggs does - but that little bit better, because the biggest threat will be rerolling one hit/crit on their attack dice. Norra will be throwing out a three-dice attack with focus, a 1 die reroll, and an extra automatic hit, and Shara's still got a target locked attack herself. Even once Biggs goes down, Shara remains an annoying support who you can't afford to ignore - because she's essentially passing Norra predator and Norra can use her own target locks defensively.
.....And then the Black One title messes it all up.

I agree about homing missle, but say you have two Talas with homing. You lock the enemy and one of the Talas. The locked tala is now firing 4 dice with chips, focus and a reroll. Second Tala is then free to spend target lock, so it has target lock, focus and chips. This is what I had in mind:
