A warleader with Prime Positions 2...

A Trailblazer with Prime Positions 1...

and a sharpshooter...

How much soak does the cover grant?

( Since the sharpshooter doesn't need to spend anything to get the Soak benefit of the cover,

what was FFG's intent on this? )

That's a question you ask the devs.

If I had to guess, I'd say take the better of the two, but ask the devs.
