I'm looking for help from English speakers regarding "smuggled supplies" card.

My fellow skirmishers and myself are a bit confused about how many options we can pick. Usually on cards like that I would expect to see "choose one:..." if the choice was limited to only one of the options. As I understand if there would be "either to recover..." it would also mean I can take only one of those boosts.

Our referee decided that we can always recover 2 dmg and then choose surge or evade. However I'm still unsure about that, because of the comma before "or". It might be this famous oxford or serial comma.

I hope someone can help us with that problem.

There are 3 separate choices:

1) Recover 2 Damage

2) Apply +1 Surge

3) Apply +1 Evade

It's a list of 3 alternatives.

The space on the card does not allow more words.

As per Husker it's one of the three.

It's Option 1, Option 2, or option 3
