I use these, they are perfect for pilots cards. I store only 1 sleeved card per slot.

Note, that UltraPro has sheets with 16 slots for upgrade cards.

I prefer the BCW pages for pilot cards. They fit much nicer, not loose but not super snug, than I found the Ultrapro ones did. I did get a little OCD on it, and I colour-code my ships too - White sleeves for Rebels, Black for Empire and Green for Scum. The pages are available in the same colours...
