Hmmm, yeah, it's true that we're far more likely to see a Rebels Core than a TFA core. But the question now is 'are we more likely to see a Rebels Core than an Episode VIII core'?

Rebels has many ships we could use. Arquitens, gozantis, CR90s, Phoenix Home. etc.

Ahem, is there a precedent for a less common, but still identifiable ship, to be included as a substitute for a more iconic choice?
Actually, I'm not sure what a new 'Rebels' core set would look like given the majority is seen in expansion form now, or in the near future. Going backwards from expansion to core might... be a thing, but I'd have assumed they wouldn't want to potentially undercut themselves. "You've seen the show, you're willing to buy the Peltas and Imperial Light Cruiser, but hoooold on there, we'll throw in a CR90, absolutely free!" "But I was going to buy them anywa-" "Call now, and you gain an additional half-pack of Squadrons. And here's more damage and objective cards!" I ould see a campaign pack, maybe tied with Rogue One as a 'shortly before' thing including a Liberator title, among others, but the inclusion of Sato and Phoenix Home strikes me as a bit odd to be lacking in a dedicated 'Rebels' core.
That said, I do very much believe we're going to get more Rebels content before 'New Trilogy' content.
Another Imperial ship that would be interesting to see included was a prototype Star Destroyer that was for the Imperial operation known as 'Twilight'.

The Star Destroyer was a prototype with a fitted super laser strong enough to destroy an asteroid. The ship had no designated model name, however it appeared to be a cross between a Victory-class, Venator-class and the ancient Harrower-class Star Destroyers. In Legends, the ship was used by Darth Vader as part of an operation known as 'Twilight' to destroy all of the surviving Jedi that were grouped at a secret asteroid base near the planet Acherin in Wild Space.
Although not given a name, it could be referred to as Operation Twilight Star Destroyer or Prototype Super Laser Star Destroyer. The ship's length hasn't also been mentioned but it could be assumed that it's between the sizes of the Victory and Imperial classes.
There is of course also the Conqueror Star Destroyer which could also be considered that assumingly has a more powerful super laser than the Operation Twilight prototype.
