Dumb question. If I have Weapons Engineer on Manaroo and pass both target locks to another ship (have to pass both), does the oher ship get both, or have to choose one?

Has to choose one.
If they have weapons engineer also, they can keep both.
Edit - re reading the weapons engineer card, I'd also argue manaroo could pass a single target lock to a ship with weapons engineer, and it could keep a target lock it already has(provided it's on a different ship). Anyone any thoughts/disagreements on that?

You can only maintain one target lock unless you have the Weapons Engineer (WE).
So the other ship would have to choose if it does not have the WE crew.
