Kaa'to and Manaroo's abilities take effect at the start of the Combat phase. If Manaroo takes two focus tokens with Recon Specialist and is within range 1-2 of Kaa'to, can Kaa'to take one of those focus tokens, leaving Manaroo with one token to assign to a third ship?

They both belong to you, so you decide the order in which they activate. So Kaa'to could nab a Focus first, then Manaroo can pass everything else to another ship (or Kaa'to if you wanted to, although then there's not much point in Kaa'to going first).
If the range is right, you could also have Manaroo pass everything to a friendly ship, then have Kaa'to take a focus from that ship.

The only place where Mindlink doesn't trigger if you already have one is on the receiving ship. The donor ship triggers Mindlink every time it receives a Focus or Stress, regardless of whether it already had one. It just doesn't do anything if there aren't any receiver ships that don't already have a token of that kind.
So if Manaroo passes her tokens to Ka'ato then gets a Focus back through the link, then Ka'ato steals that token, Manaroo gets another one through the link, because she didn't have one, even though Ka'ato did already have one.

Kaa'to moves and Focuses (K: 2).
Manaroo passes Foci to Scout (M: 0, S: 4).
Manaroo gets Focus from Mindlink (M: 1).
Kaa'to steals Focus from Manaroo (K: 3, M:0).
Manaroo gets Focus from Mindlink (M: 1).
At the end of all that, Scout has 4 Foci, Manaroo has 1, and Kaa'to has 3.

Does the use of "assign" screw with the focus exchange you have listed above? It would seem, that as written, one of the three ships would need to be assigned a focus from a fourth ship in order for the mind link to process.
Of course this could be a wording flub by FFG but they were very specific in the rules reference guide.

Being assigned a Focus token is not the same thing as taking a Focus action, but if you take a Focus action you'll be assigned a Focus token.
I don't know how I missed that in the RRG. Either the small print on the Kindle or I need to go back to regular coffee. Thanks!
