So depending on how literal you want to be, you can argue that it's either within a distance 2 enlargement of the shape, or within distance 2 of a given point.
So the problem I have with the first one is that in order to be consistent, you need yet another template.
The natural concern about the latter is which point do you use?
This is a rules dispute that can be FAQ'd or Errata'd and perhaps it should, but in the intervening time I'd suggest doing the most player friendly version and place it entirely within distance 2 of a single given point on the obstacle in a single direction with free rotation, so long as the furthest point in that directing isn't beyond distance 2.
This may result in some odd corner cases where technically it becomes wider in some ways than it otherwise should, but I cannot envision a fast way to do this that doesn't involve an absurd amount of time for a single obstacle, and possibly several obstacles being involved before the game even actually starts.
