Uh, how? The T-70 has a tech slot and barely even uses it.

That being said, not really. Comms Relay does nothing for them by itself, Weapons Guidance is lousy, and while sensor cluster is... better, it wouldn't help those ships catch Arc dodgers or blunt alpha strikes.
Tech Slot on B-Wing and T-65 would balance those 2 ships.
The B-Wing would be the worst tech carrier by far.
Weapons Guidance is useless next to FCS, Sensor Cluster is useless on 1 AGI, and Comm Relay is useless because it has no way of getting an evade token short of equipping Jan Ors, which is a 6 point investment.
The X-Wing is slightly better? But still useless compared to other options it already has.
The T-70 doesnt use Weapons Guidance so the T-65 wouldn't either, Comm Relay has no way to trigger, Sensor Cluster takes your focus token that could be used on focus results either attacking or defending, and turns 1 blank to an evade. Ok? So? Poe is the only Sensor Cluster carrier worth mentioning, because he would then be guaranteed 2 evades from his ability, sensor cluster, and autothrusters.

Well cluster and WG synergies with Finn but we need a better ship than the N to carry 5 points of upgrade not to mention the mod tax

Hey stop that, Fuzzywookiee is supposed to be the master of one line topic posts.
I think new mods that give bonuses to being in arc of your enemy would assist them best and that's the way FFG seems to be going in the new releases. They're jousters, even the upcoming repositioning mods will only marginally assist, if your willing to sacrifice what they can currently do well. The T-65 is still fine in the squad building world due to pilot abilities, the B? Well, not so much; like the Punisher, they need love.

To be fair, Sensor Cluster would actually be pretty solid on a 2 AGI X-wing - it's effectively a 2pt price to let you turn a Focus token into an Evade, and that's not nothing on the right ship.
It's certainly not enough to rebalance the X-wing, but I do feel the card itself has a poorer reputation than it deserves.

Seeing something is broken is easy, especially with crowd-sourced data at your side.
Knowing how to fix something is much, much harder. A dangerous combination to those who are clearly new and quite so... enthusiastic.
Considering that the Tech slot is suppose to be an advancement to differentiate TFA ships from their 30 year old forbears, I doubt the X-Wing and B-Wing qualify for it. Plus, current Tech cards don't seem to be of much use to either vessel.
B-wing 'fix' = B-wing only system upgrade that is better than FCS and synergizes with the crew slot.
X-wing 'fix' = ??? (They are still working on it) my favs are rogue squadron dual title adding a green die when in range one of other rogues or adding a hit/changing hit to crit when another rogue has attacked the same target in that round (maybe TL or in arc instead)).
They don't need balancing. Just use the base and pegs provided and they don't topple over.

Perhaps this is the route they are going, perhaps not. I can see them putting it on late Legends ships as well (if they ever revisit that...), or any higher tech ship. Perhaps it is more likely they will stick it on all the stuff from the new trilogy and that's it, but it's not stapled fact that that is the only place Tech slots will go.
