Corrupted Foundation

Theoretically, with all the published (official, not fan supplements) material about, what is the highest Corruption and/or Insanity a basic 400xp starting character can begin with?

Okay - I've taken a look at this and I figure that a Feral Worlder from Dusk (1d5 Corruption) who is either a Guardsman from the Mara Landing Massacre or a Beast Slaver Scum (each worth 1d5 Corruption) with a Divination result of either "Sins hidden in the heart turn all to decay " or
"Truth is subjective" (either worth 3 Corruption). Giving a maximum starting Corruption of 13...or "tainted" on the scale. With the options in the Radical's Handbook is it possible to start higher?

have you gotten RH yet? that has plenty of begining stuff with corruption and insanity

Easily.

There are several Radical Origins that have you start with a 1d5+5 Corruption Points - the "winners" in this particularly heretical lottery though are the Radical Background Packages Penitent and Warp Touched [no surprise there, eh?].

Penitent starts you off with 10+1d10 Corruption Points and you automatically have a Malignancy. Warp Touched the same and in addition, you are a -10 penalty to any Test that would ever allow you to resist gaining further points.

Start off with, say, the Blighted Schola Radical Origin, one of those 1d5+5 Origins, along with Warp Touched and "Truth is Subjective" and you're looking at a possible 33 Corruption out the gate.

Said individual, by the by, would also have 1d10 Insanity Points and the From Beyond Trait, making the 1d10 Insanity points completely irrelevant...

I'm totally going to make this character.

Assuming your GM alows it, one could take Mark of the Phaenonite at Rank 1 if enough XP is left over after background packages. I would totally allow this because of how much intruige a having a Phaenonite infiltrator in the group from day 1 could provoke...

If you use the RT and DH rules together, oh the fun you can have. Take a Tainted Blood of Malfi Noble (1d10), start them off as Vaunted (1d5), make a jump to Renegade (Dark Visionary) for another 1d5+1. From there, you're more or less free to go where you will. Then pick up Warp-Touched for 1d10+10. If you're lucky, you might just start off with a healthy 41 corruption points.

You could also dump the character right into the Haarlock's Legacy campaign, gaining 1d5 further Corruption Points from the Red Cages background package (which is "free"...at least in terms of XP).
