Oath of the outcast quest rule clarification. 4 blue tokens in the hero play area ?

Hi. If the OL keep his 4 blue tokens in his play area and the hero pull the two levers, then there are 4 blue tokens in the hero play area. Is it also a victory for the heros ? (If we consider it as a draw it's like the heros win because the OL don't receive unseen wings...) ? Thanks :)

If the heroes pull both levers and there are at least 3 blue tokens revealed, they win. It is not a draw.
