Sure PTL would work. The main purpose of Opportunist is to stress Ibtisam.
The way I see it, Finn + Pilot ability is equivalent to 1 unmodified red die and 1 unmodified green die.
If I take a focus action, I'll have 5 red dice + focus (6 at R1) or 2 green dice + focus.
Which should be deadly against an token-free target.
Of course, it will be drawing more fire than Biggs. I guess I'll have 2 or 3 attacks at most.
Maybe R3-A2 would be a better option for Wes. That way he will couse more havok while
my opponent hunts down Ibti.
What about Biggs instead of Jake.
Biggs: EPT droid, VI, IA. Same Pilot skill as Jake to help clear tokens. But will help Ibitisan and Wes from being targeted a turn or two.

he's basically mandatory for everything with one agility, be they Bs, ARCs or Ks
I'd recommend using Keyan Farlander, opportunist and HLC instead of the Ibtisam build. It gives you the same result of a super-powered offense but can hit way harder (I've killed a full health Guri in 1 shot with this). Not sure where you'd get the points though.
The Ibtisam build has better defense because of the re-rolled die Poe is generating. I think PTL is probably better than Opportunist in Ibtisam, though, because it generates stress in the activation phase instead of when she shoots. Anyone higher than PS6 will get to shoot her at AGI1, whereas the real strength of Finn in this list as opposed to just buying an HLC is that he's effectively making her an AGI2 B-wing.
