So can I reveal a dial, use Raymus to get a token for free and send it to another ship, the spend the dial to get a second token for myself?

No.
When you reveal your Dial, ordinarily, you decide immediately wether you are spending that dial for a Token, or Keeping the Dial...
With Raymus, you do both - Gain Token, Keep Dial.
However, Comms Net kicks in after that Step... It will allow you to send the token out, but you are stuck with a Kept Dial, that has passed the decision point on wether you cash it in for a Token or Not.
The Reveal Command dial Step is this, after all (All inclusive):
1. Reveal Command Dial:
Reveal the ship’s top command dial. Then either place the dial next to the ship in the play area or spend the dial to place the corresponding command token next to the ship in the play area.
2. Attack:
So Raymus is kicking in after you Reveal the Top command Dial...
Comms net doens't kick in until the end of that bit, right before the attack step....
Of course, you cannot have Duplicate Tokens on a Ship, so trying to have 2 copies of the one token (one to send, one to keep) won't work, either - because as you are assigned a token, you'd have to discard the other...
...
Note, this is different to the Tantive IV, who states that when you are assigned a token, you can instead pass it on... Which means you are still free to be assigned the second token yourself.

Edited by ArdaedhelThis, by the way, is distinct from Tantive IV, which does allow you to throw two tokens with Raymus because it takes place before you receive the token, every time.

I was gonna say yes to this post, but i had doubts so refrained.
Glad I did, you guys are right.
I like the distinction between the two, really. It makes for an interesting decision if you're trying to pump out two tokens a turn like I am: one Tantive/Raymus that can pump both out in one activation but is more expensive, and is only in one location; or two Comms Net flotillas that are cheaper overall, can be in two spots, and push two different tokens, but take two activations to do it?
