According to the current rules, yes. Executing a maneuver is defined in the rules reference and consists the "Move Ship", "Check Pilot Stress" and "Clean Up" steps.
So a green maneuver on the dial will allow for some nifty green k-turn stuff, useful fit a target of opportunity that thought he was going to get away, or a bit of extreme arc dodging.
The biggest use for something like this would be if you disengaged with a damaged ship the turn previously. You're out of the fight, so you do the 1-speed, flip with Reflexes, and green back in. That way you're not way out of the fight for a long time.

No tmnt check stress substep is combined into the maneuver step, but the perform action step still happens at the same time it always does. With aileron you go from execute maneuver then back to reveal dial/execute maneuver, then perform action. But, as written, the Lightning Reflexes flipparoo totally works, which is sweet.
Cool cool. Glad all the pieces fit the way I thought. You could feint, you can set up (dial permitting) something close to a green 0 k-turn.
Like I said, no idea how good it is, but "I'm gonna take 3 stress on 1 ship this turn" also used to mean you were gonna lose really badly.
