Of course FI isn't a great crew upgrade. On the other hand, depending on the current meta, a FI could help do survive TLT lists. And even against swarms; your greens will fail you sooner or later.
I like using Echo with fire-control system, veteran Instincts, Advanced cloaking Device, and Recon specialist. That frees up 4 points allowing you to put fire-controle system and Ion Bombs on the Decimator.

Decimator doesn't have a system upgrade.
The idea that Gunner is a defensive upgrade that makes Kallus irrelevant is a strange one. The ships that Whisper most fears have multiple attacks, whether that's a fat turret with Gunner, a Dengar double tap, or a TLT. What Kallus does is allow you three mini-focus actions in situations where you're shooting at a target that will also be shooting at you twice. So you can take a focus or evade on top of that for additional offense or defense as you judge necessary.
It's also anti-4-LOM tech. Okay, lock down my focus. I still get to mod at least one eyeball.

I tried the list with Kallus yesterday. Also added A Seismic Charge on the Decimator. Fun game, except Whipser had to run until she died. But Like I have said, Kenkirk with Isard, and palpatine, is SO TANKY. Even after Whisper died, I still beat damaged Boba and Bossk with just Kenkirk.

Its so stupid that it could work. This single use of vader can make a difference. Imagine you attack Soontir - after the attack he has 1 hull left ... and you are still full health.

You need to know your moves and fly defensively because you can't rely on your PS, but you are slippery.
I've owned a Phantom for a long time bit only used her properly this weekend alongside RAC. I lost but I enjoyed it.
I've wondered if I'll put any crew on Whisper at all as I tend to really kit out the Decimator.
Current thinking is aiming for a very tanky Kenkirk.
Kenkirk - VI, Proximity Mine, EU, Isard, Jerjerrod, Bombadier.
Whisper - VI, FCS, ACD.

Niether do I!
i despise Gunner. I always somehow manage to do 1 damage so i dont get the second attempt.
I prefer Tactician on my phantoms. The added stress can really control your opponent and often is the reason they cant turn and shoot you back.
