Its not a bad idea.

Just keep Jan way, way, waaaaaaaaaay back. I mean, just in Range 3 of your OWN ships (not the enemy). If you don't she will die in the first couple turns of shooting (she'll still die, but maybe a bit later). Its okay if she doesn't get to contribute her TLT right away, because your opponent will be forced to shoot at something else, and once one of your other ships gets damaged, most opponents will keep trying to shoot that one (most likely Ibby) rather than switch targets. That will allow Jan to get good use out of her ability (hopefully!).
