Timing of Zilo Technique effects?

Hi all,

We are having an interesting debate surrounding the two effects of Zilo effect

1) Exaust this card while a friendly figure is defending to reduce the Pierce value of the attack results by 2, to a minimum of 0.

2) While a friendly figure is defending, you may discard 1 Command card to apply +1 to the defense results. Limit once per attack.

The question is at which stage during the attack does Zilo need to be done? Is it done at a particular step like effects that add/reroll dice etc or is it just done anytime? Is there a difference between the timing of the effects?

Thoughts?

During step 4, apply modifiers, the defender would trigger after the attacker has finished applying modifiers.

Two both go off at different timings beef,

First effect of adding a block is after re rolls and before attacker chooses surge results.

Second effect of negating pierce is after they've chosen surge results

The top part of ignoring pierce is anytime just before step 7. Pierce is applied only during the calculate damage step.

The second part must be performed during the Apply Modifiers step because it is adding or removing symbols or accuracy.
