Scum are Just Waiting for Jabba. As for Rebels I don't think just give them a double crew card is better than two crew cards. How about Mon Martha and Admiral Akbar that players will want to put on the same ship.

I think Jabba needs to do something $ related like say make the ship cost less by 4 points or something but then make it slower like subtract one from every speed to a minimum of 1.
