This has already been addressed a while ago, but I wanted to get final confirmation post the recent FAQ.

If Kanan has a Recon Specialist Crew, can he use the 2 Focus Tokens he has to reduce 1 attack by 2 Red Dice?

No, because of the "Once Per Opportunity" rule, but he could certainly reduce two different attacks by 1 each. Including both attacks from a "perform this attack twice" weapon, since Kanan's pilot ability resolves in 2ii, which is one of the steps that happens twice in a PTAT attack.

Nope. He can only reduce a given attack by a single die. Abilities can only be triggered once per opportunity. The enemy attack is the trigger for Kanan.

Note that he can spend 1 focus on two different attacks.

Yes. TLT and other "Perform this attack twice" weapons are considered 2 separate attacks - therefore Kanan's "When an enemy ship at Range 1-2 is attacking" triggers twice.

Also worth noting that the answer to OP's question is totally unrelated to the recent FAQ update. The whole "you can only spend focus/evade/TL tokens once per attack" is only for their normal effect. The rules about abilities only triggering once per opportunity have been around for a long time.

Once per opportunity, he can only reduce any given ship (even OL)'s dice by 1.

However he can totally do it multiple times a turn. In fact i love doing that with him (Recon Spec, EI + Lando, and Jammer) lol. Its surprising how hard it is to hurt a 0agi ship....
