I had never really noticed this before, but as I was going through cards just now I noticed that the Planeswalker is an Event with an encounter number of 1, rather than a Stranger with an encounter number of 4. Why is this?

I had never really noticed this before, but as I was going through cards just now I noticed that the Planeswalker is an Event with an encounter number of 1, rather than a Stranger with an encounter number of 4. Why is this?
Who knows, seems stupid. Maybe (probably) an oversight or maybe there was some unwanted interaction with something else when it wasn't encounter number 1.
Flavor-wise, it makes no sense.
