So my question is if I had a target lock, and why I would with Han I dunno, but if I did and I used his ability would I be forced to reroll twice? You cannot re roll a re roll, in the FAQ it states you must say how many dice you wish to re roll before you do. So either you use your lock and roll some, or use han and roll all.
Once a die has been rerolled it can't be rerolled again. So for whatever reason a die has been rerolled before Han's ability is used, you reroll all the dice that have not already been rerolled.

The other thing is that Han's ability works on every attack he makes, unlike a Target Lock which is "spent" to give the reroll. This means Han is free to spend his actions elsewhere rather than having to use them to boost his attacks. It also means that if you have Gunner or Luke, you can use Han's ability twice in a turn to make it even more likely you can punch damage through.
The other thing is that Han's ability works on every attack he makes, unlike a Target Lock which is "spent" to give the reroll. The Predator + Gunner/Luke combo is interesting. If you roll one hit, you actually want to reroll the hit. If you reroll and it remains a hit, use Han's ability to reroll the rest of the dice (since the Preadatored die is now immune). If you roll a miss, Gunner triggers.
Basically, Han cheats to give himself a win-win.

For example, you roll hit/blank/blank. Then you use the target lock and reroll 2 dice. But unfortunately you roll blank/eyeball. So you can still trigger Hans ability to reroll that one dice you rolled a hit before. If you roll a non-hit result, you can trigger gunner and start your second attack

Wave 4, actually. Fat Han was the Phantom counter. Before Wave 4, the only good Imperial list was the TIE Swarm (which Predator was created to counter). Against this, Rebels were able to run 3 Amigos and Biggs Walks the Dogs.

Has ability can't be used if say you already re-rolled one dice because you can't re-roll any dice more than once and he states all dice. Makes the mind hurt just thinking about it.
Also a thing to look out for, if a dice is changed by sensor jammer, that di can't be rerolled by Han due to the clause.
