If I recall correctly, you can use Engine techs just by using a Nav token, as it counts as being a nav command.
For repair crews, can I remove a damage card simply by using an engineering token????

I'm still a bit noobish at the game. When I see a command symbol, my first thought is to tell myself it needs the actual dial, not just the token.

Does that mean then that if you have both the engineering dial and engineering token you can repair 2 damage in 1 activation?
The card just has the engineering icon on it, and says instead of using points. Seems like that would be ok.

No. You can repair one damage as resolution of an engineering command, regardless of the constituents of that command, be it dial, token or dial and token.
As you cannot resolve a command twice per turn, it would be prudent to just use the dial and save the token for next turn. Or use a different dial command and just use the engineering token for repair teams.
