How much is enough right now? I'm looking at two possible situations, one with 390, and the other with 393. Is 7 points enough? How often am I winning the initiative bid with 7 points?

Small tourney on Saturday, I had 393 and it was sufficient for the initiative all day, I believe it was the lowest there.
It very much depends on how much First Player matters to you and how much it matters to your local meta.
I can tell you that locally, 10 point bids would be sufficiant for almost any game to secure first player. While 7 points would be more of a "would like to choose" than a guarentee.
Most people tend to be pretty close to 400. The real question is whether you want it against lists that really want to go first and how much you're willing to pay for that privilege. Areas can differ in their bids. People are still in the 380s around my area. I've got a couple lists at 385-387.
Now flotillas are letting me beef up my activation count, I don't feel like I need a bid to try and get first.

Usually 11 points is strong enough to clench the win.
