Well, not if we discuss who is your favorite villain. . .
Hans Gruber was awesome, but I guess since this is a SW thread I'll change to. . .
Kylo Ren. I thought they did a great job of creating a powerful, conflicted character who was clearly aware of his own shortcomings and yet held massive power.
In story writing/telling the antagonist is what defines the protagonist. Weak antagonist and your protagonist looks like he is the cool kid at Disney camp.
Thrawn was the most compelling because, although ruthless, was incredibly competent. He was only overcome by sacrificial effort on several sides and ultimately was removed from an unseen direction.
Kylo Ren is probably the weakest I have seen produced in main stream star wars yet. Looks like he could be removed with some targeted music left on loop and an accessible box of razor blades.

Chris Avelone's Darth Nihilus was my favorite secondary antagonist, but Kotor 2 got a lot right even with a rushed product.

Never mind, it's not as bad as all the rpg sites I go on where lots of people post about face paint.
I have (so far) restrained myself from pointing out that laws are not the same as bombs, torpedoes, and missiles...

Why limit ourselves to SW? Hans was great!
Darth Maul was good but he was just a blunt bashing object. Palpo would point and Maulie would wreck everything in that direction. He lacked intelligence though. Stength and skill can be seen and measured.
Darth was a bit more interesting as you could see he, like Maul, was just the Emperor's tool, but he carried authority with him too. He had a fleet behind him and utilised less conventional means of obtaing his goals. Bounty Hunters for example, freezing Luke, etc.
I'm hoping the Admiral fella in Rogue One is a Thrawn rip off in that he utilises deft maneuovering and intelligence to achieve his goals, traits which are harder to observe and measure .. making him a much more formidable opponent.

Hopefully we don't see a Thrawn ripoff, since we are already getting thrawn in Rebels S3
