I'm curious if Ozzel works with tokens, or only when you select maneuver with the command dial. If I have Wulf, I get the token back, so if I select something else (squadron), then use the maneuver token, do I still get the benefit of Ozzel to change speed by an additional 1?

Ozzel simply requires resolution of the maneuver command. Whether this is from Nav Dial, token or both is irrelevant, he just wants the command.
So to answer the question, yes he works with tokens.
What's more, is that he actually synergizes well with tokens. If you also have Nav Teams you can add a yaw instead of a speed change, but Ozzel still allows a 1 speed change in this case.
