This list will focus on keeping ships from moving at anything other than speed 1. Combining Konstantine, Tractor Beams, and G8s, it will slow down the enemy ships. This will allow the Vics to push in and do damage at close range while spamming navigate commands for maneuverability. The Gozanti is there to hand out engineering tokens to the Interdictor so it can repair the Vics.

I plan on using Needa to replace one of the contains with a evade. Do you think this is a good idea to improve its survivability?

The Mini-Rhymerball is to push in some extra damage over time.

If you want to keep anything at speed 1 you need slicer tools. There's no other way around it.

I was interested in this same idea and came up with the following with 12 points left for a couple upgrades or a bid. I agree that Slicer Tools are needed to complete the list - otherwise the 2 VSDs are still too slow to engage at close range. I don't know if the denial effects of the list are enough to make up for the lack of upgrades but it certainly seems like a fun list to try.

The obvious downfall (besides offensive upgrades) is the lack of anti-squadron support - best I can see for that is to stall by engaging squads with ties.
