No.
He qualifies to reroll two dice in his pool. However, as he only has one dice he cannot do so.

Huh. I've not played with Dash yet. Glad you asked this question before I did, otherwise I just would've assumed the opposite from not having read the card properly.
Technically he would be entitled to two rerolls. So if they ever release a version of flight controllers that effects attacking ships, he could reroll both dice.
For now, that extra reroll is wasted.
Dash, effectively, gets one Reroll "Window". One single Opportunity to Reroll with his ability... At which point, the number of dice he can affect with his ability is determined by enemy proximity. But it is only one Reroll window.
If there was another ability that allowed him to reroll, that would be a separate "Window' of opportunity.

Unless he plays at your store where rules infringments results in defenestration in which case there are no windows.
Please note, this is not anything said in order to clarify the rules question. Mearly a (poor) attempt at humour that may or may not result in my defenestration at some time in the future.
