This is the exact same thing as the Extra Munition card. If you loose the card, then all the OrdnanceToken mean nothing anymore because they don't have a rule related to them in the game.

But you could totally uselessly put only the Phantom title on a shuttle not docked at the start of the game.

I think the reason Phantom has a - instead of a point cost is so you can't do this.
