Yes, it does work. Normally you would need a target lock, but it doesn't get spent to fire the missiles. With Deadeye, all you need is a focus token instead, and again, it doesn't get spent to fire the missiles, so you can use it to modify if you need to.

what it says is:
You may treat the "Attack [Target Lock]" header as "Attack [Focus]". When an attack instructs you to spend a target lock, you may spend a focus token instead.
So it contains 2 instructions - the first instruction on the card answers the question

Almost every card with a noticeable break in the words doesnt have to have EVERY condition to trigger. Heck, R7-T1 doesnt even have a break and he doesnt need to take the TL to boost, just check range (even though the wording sounds like it is in a specific order)

It simply lets the Devs have some space for future ordnance, like having Attack[Target lock] that requires you to spend a focus token.
You must maintain TL and spend a focus to fire.
That way the devs don't step on their own throat in teh future.
That way the card changes to Attack[Focus] but it never instructed you to discard anything, so you don't.
