It is, and that's been confirmed by Frank from FFG. There is a very real and meaningful difference between "do X and then do Y" and "After doing X, do Y"

Sequentially speaking "then take a stress" does occur after "execute a white maneuver" in Inertial Dampener but it is not the same from a rules perspective as "after executing a maneuver". Taking the stress happens after executing the ID maneuver in the same way that performing an action normally happens after executing a maneuver.
Receiving the stress token is a separate thing that you are being asked to do. Anything that triggers from executing a maneuver is resolved before you move on to that part of the card text.

I think your analogy works better if you think of it as:
Effect 1 - Do X and then do Y
Effect 2 - Immediately after doing X, you may do Z
Your window for triggering Effect 2 occurs in the middle of Effect 1. If you don't choose to trigger Effect 2, your timing window closes. Thus, your options are either X->Z->Y or X->Y.
Effect 2 - Immediately after doing X, you may do Z
The whole point is that X is a trigger, and after the trigger you may be able to do something. If you can do more than one thing you get to pick the order to do them in.
In the case of Inertial Dampers, the stress isn't caused by a trigger, like it is with PtL, but rather is part of the ID effect. So Kanan can only be triggered after performing a maneuver, which has to happen before getting stress.

Sure. In my example, Inertial Dampeners (or Daredevil, etc.) is Effect 1 and Kanan is Effect 2. I was writing in plain language rather than X-Wing terminology. X-Wing land recognizes "after X" language as a trigger rather than merely ordinal language.
