The whole idea behind the list is to fly Palob and 4-Lom in range one of eachother. 4-Lom can rage before his move, move green, and feed the last remaining stress to Palob (or an enemy ship) at the end of combat. Do not underestimate a wired/zuckus Palob, he is an absolute beast that does not need actions. And this 4-Lom is the closest to stress-control Scum can be at the moment.
The scout is mainly there as distraction and as a blocker. Palob and 4-Lom are very squishy and go down a lot faster than the Jump. If I can get a torp of in the aproach, it is perfect, but usually I end up using him as a blocker, then slooping him over my opponent, and torping them in the back.
