As in the topic. What happens when the number of fortune tokens is equal to the number of heroes in the party, but no one can use them, becouse no one can remove a recharge token. Furthermore, characters have maximum number of fortune points. Are party fortune points "waiting" until someone will be able to use them or what?

Just carry on. No one gets to replenish their fortune points until another one is added to the pool. It doesn't matter how many are in the pool as long as there are at least as many as the heroes.
