4-LOM crew and Cluster Missiles / TLT

Scenario: a ship with 4-LOM crew is attacking with a weapon that says "Perform this attack twice" - let's say TLT. During the first TLT shot, 4-LOM is used to prevent the defender from spending his evade token.

Question: Does the attacker need to trigger 4-LOM again during the second TLT shot to prevent the use of the defender's evade token?

Argument for NO, he doesn't need to trigger 4-LOM again:

TLT is considered a single attack, therefore 4-LOM's effect stating "That token cannot be spent during this attack." covers BOTH shots.

Argument for YES, he does need to trigger 4-LOM again:

TLT is considered 2 separate attacks that share common "Declare Target", "After attacking/defending" and "Remove destroyed ships" step. Therefore, "That token cannot be spent during this attack" only covers the current shot and does not carry over to the second one.

I do not believe that using 4-LOM's effect on the first shot will disable the token for both shots, but some people disagree with me pretty ardently...

4-LOM comes into play during the Modify Attack Dice step. Since this happens twice, it is justifiable to say you must activate 4-LOM twice to block the focus or evade token.

If an argument is based on the assumption that PTAT is a single attack, it is probably wrong.

This is wrong. TLT and Cluster Missiles are NOT treated as a single attack. They both make two separate attacks, but they have a special rule that they only trigger "after attacking" and "after defending" effects once. Thinking of them as a single attack leads to all kinds of incorrect rules interpretations.

Thank you, this is what I have been trying to have multiple people understand.

They kept using the "FCS only triggers once" as proof that "perform this attack twice" is a single attack. It was getting frustrating. :P

I will point them this way if it comes back up!
