Doubtful, unless it shows up in the Rebels TV show. While Thrawn is now becoming canon again, the most likely outcome is we will see a new version/reimagined of a TIE come out, something like the Avenger or the like. For some reason FFG has really stayed away from giving the Imperial Navy any small ships that aren't TIEs. The Clawcraft isn't a bad ship, but it also isn't exactly a TIE.

I can see Thrawn himself being part of a Large/Epic ship release rather than a small ship- his best abilities were based on fleet engagements rather than dogfights so having him as a Crew card makes sense from a fluff point of view.

I like the design, and the idea of it being more maneuverable than a regular TIE.

There are a **** load of craft that are still viable enough to add to the game from Legends. Once they're done riding the hype train from the new movies, they're still not under obligation to restrict future legends material from new releases.

I always loved the Clawcraft. I think it has an interesting design space, because it was known for its hyper-maneuverability yet it was also about as slow as a Y-wing.
