the conditions on that are a bit too heavy to imply it's every turn usage, especially against foes with such maneuverability.

Yeah, I think he's gonna be good, but he's gonna be a weird one to fly, because his ability cares about THEIR arc, no yours. So you have to expose him to danger to get his ability off, unlike Carnor. But equally, they won't want to shoot him at R1 because they lose all their focus and evade tokens when they try...

Still hyper dependant on green dice and has no evade action which is offputting when you want to minimize risk.
He's not an arc dodger because he needs to be in the other guys face to strip tokens and he may not be shooting first.
I don't know. He costs pretty much the same as Carnor, does pretty much the same as Carnor - except only on one ship and only if that ship is turned towards him. And he has lower PS than Carnor to boot. Boosting his PS with VI is possible, but that leaves him with just one action which is a big no-no in the current meta for a ship with 4 HP that costs 30ish points. Higher native HP than Carnor and the extra defence granted by his title will barely make up for the loss of evade action.
Is he going to be used in tournaments? Sure. Is he going to be very successful? Don't think so. Annoying, yes. Priority target, yes. Successful, no.
If his ability worked in ranges 1-2, that would be a different story. But it doesn't, so he's essentially an inferior not-quite Carnor.

The most amusing interaction with Teroch is perhaps Dash though. If teroch's ability triggers, Dash can't shoot him anyway =D

On your other point, I think you'll find it difficult to be pointing at your target EVERY time that you get him in R1. %50 or less is more likely. Honestly, he should be looking to bump or be bumped every time he goes in to steal tokens. Otherwise, he should arc dodge, and if he's facing a turret, that token is for defense.
Dash interaction would be amusing if it wasn't for the fact that you almost never end up in his arc. He nearly always moves away from you, so even if you manage to catch him in R1, you'll be facing his back or flank.
personally i think hes a bit of a trap.
I have a somewhat joke build with Kanan in the ghost (Recon Spec, EI, Lando, Jammer) and one of my friends immediately put Teroch on the table when he got his fang to counter that list. It worked a whopping once, then he exploded to a 5die attack followed by a TLT next round (since he couldnt turn and keep up, i got out of range1 with a 2speed).
In theory Teroch should have solidly hardcountered me because it says "firing arc" and the ghost has a rear arc that DOES count for all in arc rules, and since i moved first with a large ship it was totally possible for him to hug my ass all day. Problem is he couldnt get there without getting slammed first, and i had a proton torp on board cause i had random points so had that been an issue i'd TL one turn then attempt to shake him with off the wall directions to get range2 and blast'm. Didnt need that though because thankfully my 5die hit didnt wiff lol.

Only if Teroch has a shot at the ship and he can't use the evade against other ships.
Tried him recently with the title and VI, he's just too fragile to combat most of the ships that you want to strip the tokens from. I played a few games and had his ability proc once. The kicker was that people didn't really play against him any differently than avoiding a range 1 shot from an arcdodging ace. I play imperial aces a lot and its pretty blatantly obvious what he's in for and what he's doing. I think if he gets into "big time" its going to be with his support ships. Manaroo, or anyone high pilot skill that can pass off an action will help. With VI and an initiative bid you might be able to get Soontir in range 1 and facing him, but any Soontir player will see that and avoid Teroch like the plague. He really needs PTL for the after movement adjustability.

Just a focus is nowhere near enough post boost to even get reliable Klan e damage out, much less survive anything

I've been running Old Teroch since my friend got back from GenCon, and he really isn't like an interceptor much. His ability never triggers against aces, so I like him better at ps7. He moves first and creates a no-fly zone, because having him in arc at range one is the same as getting blocked for an interceptor. They have to reposition away or they are defenseless.
He can take ptl, but I only end up using it every third turn or so. The threat of the Tallon Roll is very important. He will absolutely die to aces with target lock, and you better hope he bumps turrets, because Autothrusters isn't enough.
It is good in an imperial aces meta, but if rebel regen ever comes back he is dead in the water.
