Can you spend an evade defense token while attacking at speed zero to trigger TRCs?

Reading to rules would tell me it doesn't matter since you're attacking, and the rules only say defender's cannot spend defense tokens while at speed 0.

Follow up question, how does this apply to Admonition and Lando? You can still trigger both of those effects while at speed zero correct?

You can't spend Defense Tokens when Defending at speed zero.

So while attacking, you may spend a evade token, (as you are not defending), so yes you can spend it, even at speed zero.

We had a similar question about Admiral Vader.

Lando is during the spend defense tokens step : discard him to force a reroll

Admonition is during the spend defense tokens step : discard to cancel a die

Neither of which is spending a defense token.
