I don't have Lords of Nal Hutta yet (expect to have it soon), so I'm not sure if it is addressed there. My question is whether the difficulty is average when at Short Range. It is a Melee weapon with Short Range. The EotE book clearly states that all Melee attacks are Average difficulty. What I want to know is whether or not the Neuronic Whip is an exception to the rule or if the difficulty is still Average but you get extended range.

This weapon can be used to make melee attacks against the target at up to short range (the difficulty remains Average ).
