Me and my freind want to start playing skirmish but we are not interested in the army biulding side of the game.

No, but if you want you can simply search the tournament results threads. People have posted what they played. It sort of depends on how much content you have, though.

You can look at hundreds of army lists on IA Armies.

Choosing from 100's of army lists is almost as bad as building an army.

I like the suggestion to use lists and scenarios from a tournament. like you mention though, many of them require 2x of products i only have 1x of.

You could start with the Gen Con reports. Those lists are pretty varied and all fun to play, and I think most don't require two of any boxed sets. There are two threads about it (because I didn't see the first one):

As far as command cards go, those are harder to find. There's generally a few that are obvious (like Son of Skywalker for every Luke list or reinforcements for any trooper lists), and then beyond that you're typically choosing between several good options.
