Are you asking about painting materials/supplies?
If you limit yourself to adding slight variations in color, like coloring a panel or two on say, the X-wing from the starter set to set it apart from other X's in your circle of players, the cost might be $0 if your buddies don't mind sharing a brush and a drop of paint, as that's all it takes (assuming that they paint their ships).
One of the game stores in my area lets you use their paints as long as you bring your own brushes, so there's that.
If you have patience and some natural ability, you can do a lot with cheap artist acrylics that come in tubes. Those retail under $20 in most places and have 12 to 24 different colors to work with. Get a basic brush set that includes a 0 sized brush or 00 as well.

Hi, it's not my collection, I just linked to it since it's one of the largest commission collections I've seen...the owner gives a cost range in a post towards the bottom of the first page, and says [obviously] that cost rises with size & complexity, but it is possible to find some good deals...

Yeah no, I'm not trying to solicit or anything. I'm just wondering what people will comfortably pay for something like this, that's all.
My best guess would be ~$60 too 80 for a single mini, possibly less per mini if you get them done in batches, more if you want really high quality.
Pay your artists properly.
At least $10 an hour for "tabletop quality", add to that for custom request and add more for higher quality levels
and your artist should have a goodly idea of how long it will take to finish.

You could look at completed listings on eBay for "pro-painted" ships or customized ships.
I would look at some of the companies that repaint GW models to get an idea - there are more of them out there.
