I feel the 2 point action, not lock, seismic torps have a lot of potential to lift rebels. 2 points add a 50% hit shot, possible multiple ships, only a few crew can prevent it, and it would soak affect for the turn. Also could force your opponents movement.
Do seismic torps help rebs?
I see their main advantage as being able to deal damage to aces who get too close to rocks.
Another effect is that aces have less corners to wrap around.
In general, yes. I think Seismic Torps will help Rebels, though it's probably not enough on its own. Heroes of the Resistance might be though.
I actually have had trouble with asteroids flying the Slave 1. Maybe it's the larger base. Either way due to past experiences I think I will be spending the 2 pts to take them.

Ya, I think they help large ships. I have a friend that exclusively flies double Ghosts and he can't wait to try these things out.
I think they will help bring T-65s back into the game. The torp slot is almost always empty on X-wings and it fits in with stated strategy of there not being 1 FIX for the ship but lots of little things (IA, GC, Targ. Astro, etc.) that players can pick and choose from.
seismics do not do enough to be worth any points unless you're specifically looking for the obstacle removal
it's large ship (or large ship support) or bust essentially
absolutely no reason to fly it on the ship it comes with, for example. ARCs love snaking around obstacles to bring their aux arcs to bear while the enemy struggles to line up shots
If you take them on t65s all the obstacles become 50% chance seismic bombs, with the ability to crit, which the bombs don't do. And depending on the actual obstacle it could be a bigger area.

and don't Huge ships count as obstacles? 
Yes, I actual tried to use Omega Ace and every other turn he was up the backside of a yt2400.
