Does the endless ranks class card from military might affect the figure cost for purposes other than deployment? Example being Murne's ability when selecting a figure to target. (Figure must have figure cost less than threat level)

Endless Ranks does not affect figure cost of groups with multiple figures.
I would also go as far as say the intent is that Endless Ranks does not affect the group's deployment cost permanently, it is just a discount during deployment: " when you deploy a trooper , reduce its deployment cost by 1". Once deployed, the group's cost is back to the normal printed value. But this is just my opinion, and the reverse would be to assume a regular E-Web Engineer could be controlled by Murne at threat level 5.
On the other hand, you would then be required to track which units are deployed from mission events and which are deployed with threat, and such tracking generally do not exist in the game. This would be an argument for the printed deployment cost to be what matters.

Ah, that I did not realize... last time I played military might, I applied it to reinforce cost as well... assumed it counted as deploy as well...
If that's the case, maybe that's why I ended up curb stomping the rebels in twin shadows with troopers and heavy troopers. I was bringing them in cheaper and reinforcing troopers at 1 each... >_<
