I'm new to the game and looking for any cityscape tiles that may exist for the game, and if so, which set are they in?

Shadow of Nerekhall takes place in a city (Nerekhall!) and it features both cities and sewers. I'm not sure it'll be what you're expecting, but that's what's available, anyway.

You could check out the Quest Vault and just uncheck the core game and the expansions, if you want to see what the Nerekhall-exclusive tiles look like.

Yeah I believe the Nerekhall tiles are in the range of 50-69.
