After you roll your initial attack pool, can you use the acc gained through that roll before exhausting the veteran gunners card or does the card force you to reroll ALL dice? The card says reroll all dice in your attack pool, but acc would have already been removed...right?

The way I understand it is that rerolls are done before spending your acc so yes you would have to reroll everything.
Edit: In the RRG attack rules page 2 it states that "modify dice" e.g. rerolls come before spend acc.

Dice Modification and Spending Accuracies all happen at the same time. The "Modify Attack Dice" step of an attack. As all of those things have the same timing, you, as the player, get to choose what timing they have...
So you can indeed Spend Accuracies (removing them form the pool) before Rerolling "All", and can then even add dice and Reroll those, if you have the means to...
One would think that this accuracy-fishing is one intended use of Vet Gunners.

You can spend Accuracys generated by your own rerolls. You cannot spend Accuracys generated by opponents forcing you to reroll a dice. (Only if you have SW-7's can you do anything with one generated this way).

The Rules state that both are options within the Modify Dice step.
If you were restricted on spending the accuracies, then you would be restricted to adding dice all at the same time. Which would mean you would have to add Ackbar and Concentrate fire at the same time, without having anything like Paragon or Defiance going off at a different time, which, we all know, you're allowed to do...
There is no step order, it is simply something you can do...
The only reason why you cannot spend accuracies that your opponent makes you reroll to, is because the window for Modifying Dice is already gone (you're now onto spending Defense Tokens...)

You gotta take into account which step you're in.
As long as you're (the attacker) in step 3, you can do all kinds of dice manipulation/spending/whatever...but once you're SET and move on to 4 is only the defender than can manipulate stuff.
So my VSD-II rolls 4 red + 3 blue (Spinals):
BLANK HIT BLANK HIT
ACC HIT HIT
Not a great roll, but hey, I've Leading Shots, Veteran Gunners and a CF dial/token!
So I Spend the Acc to take out your Brace.
Then I add a red die with CF. I get a BLANK...wish I'd taken a BLUE!
I don't reroll quite yet - I've already DECLARED I'm using the CF token...but what order I do it is up to me.
Veteran Gunners time!
The Acc is already spent, so now 5 red 2 blue.
HIT CRIT BLANK BLANK BLANK
ACC HIT
I now spend the new Acc on your other brace.
I spend my last blue HIT to use Leading shots. I reroll the 3 blank reds
HIT/HIT HIT/HIT BLANK
Woot! Much better!
I finally use the CF token to re-roll the blank.
ACC
Spend that one to take out your Redir.
Final result:
3 Acc, taking out all of Liberty's Def tokens
then
HIT CRIT HIT/HIT HIT/HIT
6 dmg total, crit included, to the side arc sucker!
Just an example of how it could work...add Vader to taste...or Screed...or OE...or Acky...or Opening Salvo...or whatever.
