In skyirmish who is the player do his command card deck first?

I'm not able to find in the rules book.

you build the command card deck at the same time as building your deployment card deck. They work together to form your army list. Ideally, each player would have a "pool" of command cards to draw from. If both players are using the same pool of command cards, then take turns. There are many duplicates in the starter set, but the command cards really start to differentiate as you pick up expansion packs.
