It's obviously optimal to have him attacking twice every turn...and as I said, his single-target burst damage is excellent (I think it's second only to the Elite E-Web, actually, and the E-Web can't move at all for that to happen). However, I think Luke can still be well worth his points even when he makes just 1 attack on his turn.
I think that it's worthwhile to acknowledge the immense tactical value of being able to run 8 (EIGHT!) squares and make a single 3-dice attack
E-Web and things like the AT-ST and Replusor Tank come close on dmg output especially because they will almost always have officer support. However the points stack up pretty quickly.
As someone who regularly uses RGC. I know full well the power of throwing a double attacking, 3 dice monster who's tough to kill into the middle of the enemy list. I quite often will push the RGC forward 2 or 4 and then use Urgency. That's a threat range of 10 spaces. And because of that range, it's quite easy to keep him up the back turn 1, use him at the end of the turn, and watch him get a double activation. He'll almost always have a target he can reach, has enough movement to get to the back line or move through enemies to reach the support units. And that's before you trigger extra stuff like Executor.
Luke will be quite similar. Give him a few extra spaces with Gideon and his threat range is huge. His flexibility is what makes him so strong.
Let's also not forget that an effective speed of 8 (when he needs it at least) makes him pretty hard to kill and/or pin down, since he can pretty easily jump out, attack and then go back into hiding.

Yes. Pummel and Heroic would give Jedi Knight Luke 3 attacks. But the target(s) need to be adjacent.
Although Fleet Footed can't be used between the two attacks from Pummel, it can be used between Pummel and Heroic to make Pummel better.
But that's only one of the possible combos.
