Some ability say " after rolling die"

Dose it means I can apply this ability at step 3 , 4, or 5 ? (spend surge and deal damage)

You apply this ability before step 3. So after step 2 (rolling dice) but before step 3 (checking range).

Correct. Checking range is essentially automatic in real play, but it's done before spending surges for sure. The only time this changes is if there are dice rolled later (like when blast is added) abilities that affect THOSE dice can be triggered when that player rolls.

Since some steps are practically automatic, and there being nothing preventing you from doing them before committing to them - notably checking range and spending surges - only extremely stingy or by-the-book players would likely require you to chop it up so finely.

At my table, steps 2, 3 and 4 are effectively taken at the same time, allowing you to work out what you're going to do in full, before basically saying "Yeah, that's what I'm doing.", at which point you move onto step 5, Deal damage.

I can't think of a situation where we'd deviate from this, but I'm sure such a situation exists, where we'd be stingy about "Man, you have to say that before you do X!", but in reality, it's practically a non-issue.

But it's definitely before you deal damage. Once you deal damage, that's the end of the attack, and coming after-the-fact and saying "Oh, wait, I have this ability here!" is too late, José.

In a strict technical sense, "after rolling dice" is before checking range or spending surges. But if someone faults someone else for checking if they've got range or starting to think about how to spend their surges, that just seems overly anal.

Thank you all . I just image some conditions like Dark Fortitude was played and avoided to be defeated after spending surge to recover stamina and not to more damage .

Ah, yes, understandable. Technically, yeah, you'd have to gamble a bit there, since you have to use Dark Fortitude after the dices are rolled, but the hero spends his surges afterward, potentially killing you anyway.
