I think this is the key problem with introducing him currently. Any power they give him which justifies his status in the lore appears to be overpowered with our current thoughts. But introducing him with a weak power will be just as disappointing.
Let the game evolve a bit, then get him right.
Well I predict Piett will be an imperial version of Ackbar add dice to the front arc. Thrawn might be one of two things either affecting enemy ship command dials/ activations or allow you to change your ship command dials after your enemy reveals his
Frankly, he didn't even need to be canon again. Corran isn't canon yet, and he's in. VSDs were in before they were canon, etc.

Perhaps a Capaign set? The Thrawn Capampaign?

I like the Corellian Conflict Campaign concept with including squadron cards. If it's a success and FFG puts more resources/attention into developing campaign systems, then I could definitely see other campaigns offering different types of upgrades/crew to use in the campaign (admirals, crew, and upgrades that are thematic to the specific campaign).
Although, he could always be to Armada what the XG-1 Assault Gunboat is to X-Wing. Or maybe that is the SSD and Piett ...
..or we will see questions like: "How to fit Thrawn and and ISD into a 400 point list?"

this would mean you can have 5 naked ISD 2's and 10 tie fighters I don't think any legal fleet could stand a chance.
I kind of like the idea that with thrawn all the enemy dials are always visible to you. he wouldn't need to be THAT expensive, but I think it fits his character well.
