Why are the shields set above the limit shown on the base and on the card? Is this just a graphics mixup or can the arquittens maybe increase its shields beyond the starting max?
FFG seems to have set the shield values to their max for all other ships in their art splash.
It most likely is an error. Though could be a title hint.
Probably a copy and paste error.

Yea if you look at the Armada page with the core, the Escort Nebulon has 3 blue anti-squadron dice still.
I'm thinking that the second upgrade card just behind the dual turbolaser turrets card. "reinforced ???" it is a defensive upgrade and has a 3 in the text...that it's "reinforced shields" and give 3 locations one extra shield starting out.
Can't you read the face down title card? It says Set the Shield Dials to +1 more than you would at the start of the game.

The dials are correct here. I would assume it's an error.
The card is right. Always trust the card!
